Follow this complete walkthrough from REGES Online to a populated employee register in Management AZ. Steps 1–7 download the files; steps 8–11 import and check them.

Follow the numbered pictures to save two files from REGES Online: employees and contracts. Use the Romanian labels shown in the pictures.

The REGES application pictures come from the official illustrated REGES manual, pages 19 and 63. Select any picture to enlarge it. The numbered gold highlights show where to look.

Before you start

  • Use a REGES account with access to the employer's register. Signing in as an employee to view your own employment history does not give you the employer's complete workforce export.
  • If your accountant or HR provider manages REGES for you, ask the person with employer access to follow this guide and give you both exports for your company. You can import the files into Management AZ once you have received them.

1. Open the employer application

Open the official REGES Online portal. Choose Registrul pentru angajatori. Start from the portal each time: the application's versioned address can change.

Sign in using your existing REGES account or ROeID. If you need an account, follow Inspecția Muncii's employer access instructions. Creating an email account alone does not activate employer access; identity verification and the appropriate employer authorisation are separate steps.

2. Choose your company

In REGES, open Registre, then Angajatori. Find your company by name or registration number. On its row, click Alege to make that company's register active.

Check the company name and CUI/CIF in the yellow area at the top of REGES. CUI/CIF is the company's identification number. Both must belong to the organisation you will populate in Management AZ. If your company is missing or access is pending, ask its authorised representative or REGES support to resolve access before continuing.

3. Open the export screen

In the left menu, choose Setări, then Angajator, then Utile. Find the area named Export entitate din baza de date.

4. Choose JSON

In Format raport, choose JSON. This is a file format Management AZ can read. You do not need to understand the contents or open the file.

4. The field should show JSON, as pictured. If it already does, leave it selected.

5. Download employees

Click Export salariați. This downloads the employee file. If your browser asks where to save it, choose a folder you can find again and confirm the save. Wait for the download to finish.

5. Choose Export salariați to get the employee file.

6. Download contracts

Keep the same company selected and the format set to JSON. Click Export contracte. Save this second file in the same folder and wait for it to finish. This is the contract file; you need it as well as the employee file.

6. Choose Export contracte to get the separate contract file.

Download both files during the same visit to the same company register. Make a note of the company and download date so you can identify the pair later.

7. Find the files on your computer

  1. Open your browser's downloads list. In Chrome, Edge and Firefox on Windows, press Ctrl + J. Look for the two downloads you just made and check that both have finished.

  2. Use the downloads list to find each file's location on your computer. Unless you chose another location, check the Downloads folder. Keep both files somewhere you can find when Management AZ asks you to choose a file.

  3. Keep the files as REGES downloaded them. You do not need to open them in Excel, copy any rows or convert them. If you rename a file to recognise it, keep the .json ending and leave its contents unchanged.

For example, you can keep the downloads as demo-salariati-2026-10-16.json and demo-contracte-2026-10-16.json. These are suggested names, not filenames guaranteed by REGES; renaming the file must preserve its extension and contents.

You are ready to continue when both downloads have finished, you know where they are saved, and both belong to the same company. First upload the employee file, then upload the contract file. Continue below for each upload in Management AZ.

Your REGES files are ready. Continue in Management AZ.

Keep both downloads. The next four steps show where to upload each file and how to confirm the result.

The Romanian REGES file source brings people and their contracts into your organisation's shared employee register. This is a manual file import: run it again with fresh exports when you want to refresh the data. It does not automatically synchronise with REGES or submit declarations to Inspecția Muncii.

Before you start

  • Sign in to Management AZ as an administrator of the organisation you want to populate. Confirm its name before connecting a source or uploading files.
  • Have the employee and contract exports for the same Romanian employer ready. Follow Export employees and contracts from REGES Online if you have not downloaded them yet.
  • Use the original JSON, XML, XLSX or all-formats ZIP export, at most 10 MB per upload. Start with JSON if you are choosing a format for the first time. No REGES password, API token or digital signature is needed in Management AZ for this file source.

8. Set up the file source

Guided REGES setup

Where guided setup is available, open REGES Online, choose Bring in existing employees and follow the illustrated download steps. Continue to file import opens the file-source form described below. If a source already exists, open it from the guide instead of creating another one.

The guide also offers Prepare reporting to REGES. That route checks access and existing payroll integrations before opening the secure connection form; it does not download employees or send declarations.

Where saved setup is available, your choices save your place for your account in this organisation. You can also select Save and return later. Return to REGES Online with the same account and organisation, then choose Resume setup. Clear saved place removes that reminder; it does not remove a source, imported employees or import history. If progress storage is unavailable, you can read the guide without saving your place.

  1. Under Organisation, open Employees and select the Imports & sources tab.

  2. Open REGES Online. If guided setup appears, choose Bring in existing employees, follow the download steps and select Continue to file import. On the file-source form, keep or enter a recognisable name, then select Continue to import. If your screen lists REGES Online exports separately, open that source's setup directly.

  3. If the source is already connected, open it under your sources instead of adding it again. The source must be active; if it is paused, select Resume source.

The REGES export source is offered for Romania. If it is missing, check the organisation jurisdiction and your access with your administrator or Safety AZ support.

9. Import employees first

  1. Select 1. Employees. Choose Choose REGES export and select the file downloaded with Export salariați. Confirm that the filename shown is the employee file.

  2. Select Import to employee register. This action validates the export and saves its records; it is not a preview. Wait while Validating and importing… is displayed and avoid submitting again.

Where previews are enabled, the button reads Preview import and nothing is saved until you publish.

  3. Read the completion message and Import history. Check the counts, then select View employee register and find an imported person. Confirm their name and identity details before importing contracts.

Choose Employees and the employee export first. The selected filename is visible before submitting.

An employee-only export does not supply employment contracts or salaries. A person's employment status may show Not recorded until the contract file is imported. Importing a person does not automatically send an account invitation.

10. Import contracts second

  1. Return to the same REGES source. Select 2. Contracts and choose the file downloaded with Export contracte. Check the filename and selected option together before submitting.

  2. Select Import to employee register and wait for completion. Contracts must match people already in the employee register; missing, inconsistent or ambiguous matches can cause the whole contract batch to be refused.

  3. Check the contract entry in Import history. Open an imported employee's record and check the contract number, dates, occupation, salary and employment status against the source export. Verify any allowances supplied in the contract data as well.

After the employee import succeeds, choose Contracts and the separate contract file. Check the filename before importing.

11. Check the saved records

Select View employee register. Find an imported employee and open their record. Compare their name, identity details and contract with your original REGES files. Check the other imported employees before treating the migration as complete.

ResultMeaning
AddedNew records saved by this upload. Employee and contract counts belong to separate imports.
UpdatedExisting records changed using the supplied export. Review the affected people and contracts.
UnchangedMatching records already held the imported values. Repeating the same export can produce unchanged records without adding duplicates.
FailedRecords that were not imported. Read the error and resolve it before assuming the migration is complete.

In the screenshots, one fictional employee and one contract were added. Repeating the employee file reported zero added and one unchanged. Your counts depend on your files.

Keep the original exports until you have checked the saved records. Management AZ does not retain the uploaded source file. Re-imports preserve unrelated manual fields, but supplied values can update existing records; there is no preview or undo step on this screen.

When is the import complete?

Both uploads have succeeded, their counts match the records you expected, and you have checked the saved employees and contracts in the register. Resolve any failed records before considering the import finished.

Resolve import problems

The wrong file or export type was selected
Select Employees for Export salariați and Contracts for Export contracte. Re-export the original entity if necessary; changing an extension does not convert a report into an import file.
The file is unsupported, malformed or too large
Use an original supported export up to 10 MB. Download it again if it is incomplete. Avoid editing identifiers, workbook columns or JSON/XML structure. Ask support about larger migrations instead of splitting structured files manually.
Contracts cannot be matched to employees
Confirm that the employee import succeeded for the same employer and organisation. Check for missing people or inconsistent identifiers in REGES, obtain corrected exports and retry employees before contracts. Do not invent identity values to make a match.
The source is paused or the service is unavailable
Use Resume source for a paused source. For a service error, check the register and import history before retrying. If you see a rate-limit message, wait for the stated retry period; repeated clicks do not fix it.
Records were saved but history could not be updated
Check the employee register first: this warning can follow a successful save. Do not create a second source or manually duplicate the imported people. If the warning persists, contact support with the time, export type and message, without emailing the raw employee file.

If you need help, report the organisation, time of the attempt, chosen entity and format, and the displayed error. Share personal data or exports only through a support channel agreed for that purpose.

Choose compatible files

FileWhat to use
JSONDownload each entity separately and import employees first, then contracts.
XML / XLSXManagement AZ also accepts these export formats. Keep the original layout; do not rebuild a workbook or change identifier cells.
ZIPIf your export offers an all-formats ZIP, Management AZ can select one representation from it. Upload the archive for the selected entity; a ZIP does not replace the separate employee and contract imports.
PDF / CSV / RVSThese are not accepted by this REGES file importer. Return to the entity export area and choose JSON, XML or Excel Open XML instead.

The Extrase menu produces extracts and reports. For this workflow, use the entity exports under Utile. You do not need to generate API credentials or select Obține credențialele to download and import these files.

Each upload to Management AZ must be at most 10 MB. Do not cut a JSON or XML document into fragments or remove rows from a workbook to get under the limit; ask Safety AZ support for a supported migration approach.

If you cannot export

  • No employer or no Utile menu: check that you opened the employer application and the correct authorised register. An employee-only account or pending employer access cannot supply the employer exports.
  • No downloaded file: check the browser's downloads list and any download prompt. Wait for completion; do not upload a partial download or a saved login page.
  • Empty export or missing people: check the employer and the records in REGES before importing. Management AZ cannot reconstruct records absent from the supplied files.

Sources and verification

The REGES application screenshots are reference images from the official manual, with close-ups and numbered highlights added for this guide. They are not captures of an export completed with our test account. The test account still requires identity activation and employer access.

Menu labels and formats were checked against Inspecția Muncii's web instructions on 16 October 2026:

For practice, an official ITM tutorial identifies the REGES development environment. Check that it displays the test-environment banner before using fictional data. Registration and employer access may still be required. Never enter fictional people in a real employer register.
